What should I know before buying a second hand iphone 4?

I'm pretty sure it's not a China product but what I'm worried is things like if the iphone 4 is unlockable or not, the IMEI is blacklisted(do i have to worry about this too?)..What other factors should I include when buying this?
A. If the IMEI is blacklisted, it means that the phone is most likely stolen. (The only other possibility is that the phone belongs to an account that is delinquent) If you buy the phone and it is stolen, then you are in receipt of stolen property, which is a crime in itself.
