A. No. You just get charged with whatever SIM you're using.
Activation just bypasses iTunes (iTunes will only activate if you have AT&T). Unlocking bypasses the iPhone saying "wrong SIM card" and lets it get a non AT&T signal

A. Unless you already have the software that does this, you will have to download it. And unless you've already done this before, you won't already have the software. So no, you can't do it for free without downloading something.
