A. Of course you can. It's going to be pretty hard because Apple has thousands of people already doing it for them. You would have to come up with something unique and original and get a patent on the application. At this point you would need to pitch the idea to Apple to see if their interested in buying your application. People do this everyday everywhere in all different kinds of business. Good luck.
